perhaps easy enough to figure out, but you don't get to do the skills until you finish the first race and then leave the garage for the first time.

Speed skills are obtained when you drive at or near top-speed in your car. The longer you stay in speed without wrecking, the more speed skills you will obtain. Do this five times to unlock the achievement.
