I got it after completing the race a second time. The race is prove your self north of the garage.

You didn't get the achievement after restarted the game?

Apparently this achievement won't unlock until you return to the garage after the race. So don't make the mistake of quitting out of the game before that as the achievement won't unlock unless you get the garage cutscene.

Edit: To unlock I had to delete my local save, play offline till it would unlock, and then reconnect to the internet.

After travelling to Nice in the Hurican at the start you jump into Dom's Charger and are tasked with driving to the street race, win this race and the Charger and this achievement is yours.
