How to unlock the Meet and Beat achievement in Forza Horizon 2 - Definitive Guide
I used the Subaru Legacy RS, upgraded to Class C600. At those specs, this car becomes virtually unbeatable, with higher class cars unable to catch up to you, if you race nice and clean.
I did not have the Storm Island specific upgrades installed.
The car meet is marked on the map as a white "P", on a blue background.

However, faster cars bring you only that far in this DLC, because track layout and surface can enhance the time bonus for D, C and B class cars even further. I was able to get two wins straight from the go, when someone entered with a D car and got 20 seconds advantage. I ended up using a stock '68 Lancia Fulvia to beat him. It costs 36k and has a rating of D500. I tried both cars in further races and got wins with both, it obviously depends on your skills and the capabilities of your opponents.
It is also helpful to know the tracks. There are only a few, but they tend to have dangerous parts, where a wrong angle on a jump takes you straight in the woods.
So here is what finally did it for me:
I took a 2014 Ford Fiesta ST and I focused on making a B700 class car with heavy on the handling as opposed to speed to acceleration that I had been trying from my tunes as well as public tunes. I put a couple of the storm island upgrades on, but made the tires racing for higher handling. I fooled around adjusting to drop it to B700 after doing that upgrade.
I uploaded my tune, so search for my name if you want to try the exact tune that made me go from 0-47 to winning 3 out of 4 races in a row.
As far as my settings go, I had it on easy, but I changed the brakes from assisted to abs on so that it didn't slow me down going up hills and on slight turns. I pretty much followed the dotted lines from there short cutting only when there was a safe obvious path. There is a couple harsh turns where you have to break, but other than that if I had a relatively smooth run, I came in first. (on the one I missed, I got caught on a house where I had to back up for a sec) Even though on one of the races a guy switched to a Ram that was faster and same class, there was places where he went out of control that having the high handling helped me.
To get into this mode, go to the P on storm island and wait in there until the x for showdown shows up, sometimes it takes a minute or two. To get a new car or tune, you have to go to where you pick the single player events up(not too far from the P, called Storm Island Horizon Hub). To buy cars, go to the autoshow on that menu, to tune them or load my tune, go to your garage in that same menu.
Anyway, hope this helps someone out there.
There is only one Car Meet in Storm Island, located in the bottom-centre of the map as a blue "P" sign. Once at the car meet, after a couple of minutes you will be able to propose a Showdown race by pressing once the option is available. If at least one other person accepts the showdown, the race will shortly begin. The easiest way to win these races is to choose a low class car so you get a head start from drivers with higher class vehicles.
A foolproof method includes using the stock 1968 Lancia Fulvia without applying any upgrades, one of the best D-class vehicles in the game. As per its low class, you will get at least a 20-second head start from other players using higher class vehicles, and providing you do not make any major mistakes whilst racing, you should be able to win with a strong lead in any event.
