This is really an easy achievement. All you gotta do is go to a event. and choose the vechicle you want and choose storm island tyres,suspension and transmission on any car that's in the dlc and the achievement should pop as soon as you enter the race of your choosing. Do make sure your in the garage and using the DLC cars that your provided as well

If you are choosing a car given to you by the DLC, you won't see any of those Storm Island tyres, suspension, and transmission options. Just a heads up. I kept trying to get this achievement using the Ford Ranger (given to you by the DLC) but I didn't see any options to buy those special upgrades.
But once I loaded a "normal" car, i.e. Mistubishi Galant, I was able to buy the upgrades, start a race and get the achievement.

You can custom upgrade your vehicle at any time in the Garage or just before selecting an event. When in the Upgrade shop;
- To fit off-road tyres you must select Tyres & Rims > Tyre Compound > Off-Road Tyre Compound.
- To fit off-road suspension you must select Platform & Handling > Springs & Dampers > Off-Road Springs & Dampers.
- To fit off-road transmission you must select Drivetrain > Transmission > Off-Road Transmission.
Continue to play any event to unlock the achievement.
