This will be the first achievement you unlock in the Storm Island DLC.
When you load the game up you will be alerted to a new icon on your map that takes you to Storm Island, either drive to or fast travel to this icon and press
(
if you're using manual transmission) to travel to the Island.
Upon arriving at the Island you're thrown into a Ford Ranger and are tasked with travelling to the Festival Services for this new area, once you reach this you will unlock this achievement.

This hasn't unlocked for me, despite I have completed my first storm island championship and have driven on every road. Obviously I have done the above as it is not optional! Can't find reference anywhere online to anybody else having the same issue...

If you are starting a new game you wont be able to visit Storm Island until after you unlock the first Car Meet. This happens after you finish your 2nd Championship Event (which will be in Niece).
After a brief intro video to Storm Island a new icon will appear in the harbor area of Niece. Just travel up to it, press (or ) and you will be transported across to Storm Island.
You will be then automatically be put into a Ford Ranger and told to travel to the Festival Services Center. Complete this and the achievement will unlock.

This will be the first achievement you unlock. Once on the map, there will be a Storm Island icon located in Nice. Drive or fast travel to this icon, after which you will be taken to the new Storm Island map. From here you must drive to the Festival HQ for the achievement.
