This achievement requires two people working together to complete Bucket List challenges in a multiplayer game. The Bucket List challenges are the same as in single player, but both players need to complete the challenge simultaneously. For example, if the single player challenge requires you to complete a challenge in 1:25, the co-op challenge will require 2:50 adding up both of your times. Same goes for challenges that require X number of a certain skill (air, near misses, drifts, etc.), a total number of skill points, or a certain MPH at a speed camera or speed zone. This allows some leeway if one person is better at a certain type of challenge than the other. For example, the golf course challenge in the Ford RS200 requires 30,000 skill points in single player, but as long as both players total 60,000 points, it can be completed in co-op with one person getting 20,000 and the other 40,000.
The easiest way to do these together is to have one person make a Private Session of Online Freeroam and invite the other person to the game. Both of you need to drive to the location of the Bucket List challenge and press the button to begin the challenge. Only 15 Bucket List challenges are visible on the map at a time. You can switch to viewing the other 15 challenges by going to the Progress tab in the pause menu and selecting the other set of 15 challenges.
There are 30 total Bucket List challenges so you do not need to complete every challenge for this achievement. I would recommend skipping the two challenges in the first set that require you to drive through heavily forested areas with the Bowler and Lancia as you are unable to use rewinds while attempting them in multiplayer and they are very difficult. Depending on how good you and your partner are at skill combos, you may also want to skip the Ariel Atom challenge in the second set that requires you to get 200,000 points combined as I found this one to be very difficult as well.
The ones you have completed will be gray on the World Map and the ones you have not completed will be green. Once you complete 25 of the 30 Bucket List challenges with a partner, the achievement will unlock.

I just found out that the challenges from the new "Beat Playground Games" list do NOT count towards this. I did precisely 25 challenges (including 3 of the new bucket list) and the counter for the achievement is still at 88%, so it did count only the 22 challenges from the original 2 bucket lists.
So to save you the trouble: Don't do these new challenges if you're going for this achievement.
I don't know if the developer will add even more challenges in the future, but considering this it's very likely that they wouldn't count either, so you have to stick to the 2 ones that were included right from the start.

Does it count for the Rest in Peace achievement? The one that requires you to complete the bucket list yourself.

These are the same as in your career but now you have to do them with two players at the same time. For almost all of them, there is a combined target which is still quite easy to get. Make sure both players hear each other or know of their driving-style. Again, there are two Bucket Lists which can be made active from your Horizon menu.

Playgrounds count, but Porsches don't. Since this is DLC.
