Create a paint and Setup a tune are not hard and can be done at any time.
Start your Horizon Promo Career requires you to have 6 skill points and spend them in Festival Boss Skill meny.
1 one point in Drone mode, 2 points in Hornet import to be able to unlock Horizon Promotion with 3 Points.

I did a quick paint job, changed Tire pressure and finally took a Photo of my car and the cheevo unlocked.

Edit: Dont share, save it to your car or the achivement wont popp.

For those not able to get the achievement to unlock, try applying a vinyl decal instead.

I've tried setting a tune and sharing it about 10 times. It's the last part of the achievement I need and my xbox won't count it. How exactly do you setup a tune?

Worked for me, however it didn't pop up on my screen. At Daan you tune your car in the garage and at the bottom left option should say tuning.

I didnt share my Tuning, only saved it to my car.
As also mentioned in the solution, I only put some air into my tires, the rest was locked and couldnt be changed when I tried.

I was having trouble with this achievement as well, but found what is probably causing the trouble.

When creating a paint job, you have to save it to your car to count, sharing it doesn't count. As soon as I put it on my car the achievement unlocked.

What I did was change the paint on every part and then saved to car. For the tuning, I change the tire pressure one notch and then hit the A button to apply it.

So for me I was dumb and just upgraded my car, you have to actually use the tuning tab and change one of the values for it to count for that
