just select "Yarra Valley" as your horizon festival venue when the opportunity presents itself to expand to either your third or fourth festival location (you will not be given the choice of Yarra prior to the third expansion).

FYI, the final festival spot is opened at 2 million fans. I kept wondering when I could finally get this one as it was my last choice.

I reached the 5th level of the Yarra Valley fest, and this one still didnt popped. :/
