How to unlock the At One with the Car achievement in Forza Horizon 4 - Definitive Guide
Car Masteries are perks you can apply to each car you own. Each one improves your gameplay experience in some way while you drive that car, such as earning extra Influence while you race, giving you a free Wheelspin etc.
Each car has its own skill tree, with some cars having more Car Masteries to unlock than others. Each car has a rarity attached to it; the cheaper, more common cars will have fewer Car Masteries (usually 8-10) to unlock than the rare, Legendary cars (up to 20).
Car Masteries are unlocked by spending Skill Points on a car; this is done through the [Cars] menu when you pause the game.
Depending on the car you will need 40-50 Skill Points in order to afford all of the Car Masteries available.

You don't need to buy 'repeating' perks.

Having a "Retro Hot Hatch" Summer Forzathon as of the first Forzathon since release of the game, I bought the VW Corrado (as Horizon 1 initial car memory). And as I was lucky, that car only has 8 perks, one of them a 'repeating' one which is not necessary.
So you need 3x1 Skill Point, 2x3, 1x5 and 1x25 Skill Points, summing up as 37 Skill Points for that Car Mastery.

Something not mentioned in the other 2 solutions, you DO NOT have to buy the top/left skill on the box - it's the one with the number at the bottom of the tile - this is to do with getting boosts for a number of races, so it'll clear out & go grey again, so it doesn't count as a skill.
I got this by driving a car that I was having tons of fun driving, and that's the Barn Find Mini with the power up as high as possible, drift suspension & Horizon tires - it drifts fabulously on roads, is small enough that you don't clip most things, and when 4WD it can pull easily on long drifts - I didn't get most of the skills using Demon Fox's solution of the beach, instead I was just driving around the countryside, finding Boards, Barn Finds and roads.
When fully upgraded it has over 500bhp, has a top speed of over 160mp/h, and is very light, so a lot of Danger Signs (and speed cameras) can easily be done with this car too.
Note that I wouldn't dare drive a Mini with this spec in real life - I would be pooping my pants the whole time.

Achievements Boosted:
Coronation Trickin' - Bank a Skill Chain of 195,300 or more points.
At One with the Car - Apply every Car Mastery available for a single car.
Master of Many - Apply 50 Car Masteries.
Just like you did in "Optional Extras" continue to unlock skill perks for the same vehicle. Use the trick shown in the video for "Coronation Trickin'" to unlock skill points for you car. When you unlocked all perks for a vehicle the achievement will unlock.
