If you are familiar with FH4, then you will know the score with this achievement. Very straight forward.
There is only 5 Speed Traps in the LEGO Valley and they are all easy to get 3 stars in. I used a tuned Bugatti Chiron, but there are many other cars that will do this.
Speed Traps
Stunt Park - 180MPH
Lighthouse - 100MPH
Brickchester - 200MPH
Area 7052 - 100MPH
Falcon Speedway - 170MPH

For some reason this hasn't popped for me, even though I've completed the respective Brick Challenge. I'll try and get three stars on one (or all) of them again and see what happens.
EDIT: So, it just unlocked when I started the game again today. I did restart the game before, but it didn't work then.

Another easy achievement. 5 Speed traps, as in the main game, but in my eyes, are even easier in this lego DLC.
I used a Koenigsseg Agera RS Upgraded to X Class.
In the video, i explain and show you the locations and best places to start from to get the 3 stars.
These are the speed trap locations and Speeds required to 3 star:-
Stunt Park - 180MPH

Brickchester - 200MPH
