You can get this Achievement really fast by selecting the last chapter in chapter select. After completing the last chapter the achievement will unlock.

Edit: since the update of 12 march it is probably no longer possible to get it with the fast way. You must do them all now. Thanks to @Lurking Lawyer for the information

I loaded the game up yesterday (3/31) and this automatically unlocked lol. I havent played the game in almost 2 months, so I guess it will automatically unlock for some people? I haven't done any of The British Racing Green missions. Also unlocked the other two achievements associated with British Racing Green

That's strange. Normally it should only unlock the 30 stars achievement.
Guess you got lucky that it already unlocked for you :)

I assume "complete" means getting three stars in every chapter? Or just getting though them with atleast one star?

One star for each level is enough for this achievement. There is another achievement for getting all the stars
