Just like in Upgrade Heroes, you will need to do some more Horizon story missions.
There's only 9 of them and you need to get 3 stars on all.
For Express Delivery, you will need 100,000 CR to purchase the business.
You will get a daily CR payout afterwards.

A lot of these missions involve the damage meter. Go over the damage limit and you fail the mission.
You will also need to park your car at the end of some of the missions, not run through the end point.
I'll note these in the list.

The Challenges
1. Man and Van - Finish in 1min 30sec (Park; no damage meter)
2. A Box of Ducks - Finish in 1min 40sec (Park; damage meter)
3. Destination Not Found - Finish in 1min (Park; no damage meter)
4. Smash on Through - Finish in 1min 20sec (Park; no damage meter)
5. Shaken (And Stirred) - Get over 125,000 skill points.
6. Accelerometer Blues - Finish in 1min 15sec and stay above 70mph/112kph (no damage meter)
7. Long Distance - Finish in 5min (Park; damage meter)
8. Package Relay - Get 18 near miss skills. (no damage meter)
9. That Sick Drop - Go over 1,000 ft/304 m from the jump. (no damage meter)

You should also unlock these achievements along the way:

The Intact... Mostly achievement in Forza Horizon 4 worth 98 pointsComplete all chapters of the "Express Delivery" story.

Anyone else having an issue with mission 8. Package Relay? No matter how many times I play it there are 0 cars spawning...

AnObeseNunx, I had the same problem. Only had 9 cars total spawn from start to finish.
I reset my Xbox (hard), restarted the game and still had less than 15 cars. I then manually restarted the race and got 30 near misses with well over 10 other possible cars. This was my fix, hope it helps if anyone else experiences this problem.

In mission 8, the other cars no longer spawn, when you use the rewind button (Y). The cars already on the screen during the rewind process will still be there, but the near misses will no longer count. Do not rewind until you got 18 near misses!
On the highway, I recommend to use the right lane to get more cars. On the other streets, drive in the middle to get cars on both lanes count.

If no cars are spawning then simply drive forward a few metres the turn around and go back a bit and you will see lots of cars now spawing for you.

Easiest business series I have come across yet, the only one that gave me some trouble was mission 8 (the near misses) however, at the end of the motorway you can keep going around the roundabout and it spawns new cars. Got my 18 there and then foot down to the finish. As long as you leave the roundabout around 1:40-1:50 left on the clock you should make it with a little time to spare.

For the people having trouble with Chapter 8, try switching to Horizon Solo. You can do this by pausing the game and going to the Horizon Life tab. Here you will find a button to switch to Horizon Solo. Doing so will spawn a lot more cars. Did this on my first run and had 25 near misses while coming across 30-40 cars.

I recommend driving on the wrong side of the road through the tunnels on mission 8 (near misses). That got me over 10 alone and I ended up with 22. Before that I couldn’t get over 15.

I beat all these missions, 3 stars across all of them and it even shows as complete but I did not get the achievement. I’ve tried repeating the 1st mission and getting 3 stars to see if that worked but nothing. I then tried a hard reset and reattempted it but still no luck. Looks like it’s glitched?

One small tip I'd like to share. I found that I wasted lots of time "parking" in the right spot. Either I would shoot past the spot and have to back up or I would slow down too soon. In any case you have to bring the car to a full stop to stop the clock and I could waste 10 seconds doing that. My solution was to find a wall or something to crash into. That way I could keep up my full speed until the end and then stop instantly. A bit of experimenting was needed to find suitable spots to crash.
