You need a total of 118,980 influence to unlock tier 10. You earn influence through racing. The aspects of the race that focuses on how much influence you get are finishing position, skills and clean racing. You will naturally earn this achievement by racing in the dirt series races which are the orange races. Some seasonal championship races and online races take place through the dirt series races so you can also earn influence there as well.

Similar to how you unlocked "Colossus of Roads" you'll continue to compete in Dirt racing events till you get to level 10. These events are orange in color. Once you reach level 10 in the series the achievement will unlock.
