First, you need to qualify for the Horizon Roster:

While in Horizon Life, you will get a notification about #Forzathon live at 5 minutes to the hour, every hour. A large blimp will appear and a section of your map will be highlighted. Drive to this location and wait for the hour mark, after which #Forzathon Live will begin.
#Forzathon Live is a group challenge for everybody in the game world to complete. You'll all be tasked with contributing to a large goal, such as obtaining a high Speed Trap score or a combined distance jumped off of a Danger Sign.
#Forzathon Live consists of 3 challenges (Rounds) and a 15 minute time limit. Once your group has completed Round 1 you'll immediately progress to Round 2, and then Round 3 if you complete Round 2.
For the purposes of this Achievement it is recommended that you complete Round 1. Some have had success without completing Round 1 but others have not; fortunately it's not that difficult if a few drivers are present.

I took part in round 1 and everyone went AFK so I failed, and didn't get the achievement.
Maybe you need to get to round 1, even if the achievement description says otherwise?

This is incorrect. I believe you have to in fact complete a round. I too did the event but it failed before going to round 2...nothing popped

PJ Tierneys guide is spot on! But i made a little video just explaining the whole thing, and just general tips.
Like PJ Said, to be able to get onto Forzathon Live, you have to first qualify for the Horizon Roster which takes around 3-4 in game hours to do.
Remember, you can be as good or as bad as you want, if there are a decent number of people, the 3 achievements can be EASILY obtained.
Its a GROUP effort, so if you want to add just 1 point to the board you can! (Although try not to be that guy lol)
I Explain the ins and outs of the achievements for the first 1.30, so 1.35 and beyond is where you see me doing the 3 rounds and explaining each one.

#FORZATHON Live Events randomly spawn in your world when you are logged online. The narrator will announce that one is available and will be indicated on your map with a pink circle. You'll have a limited amount of time to enter these events so drop what you're doing and head out to them. Once you complete your first event the achievement will unlock.
