to get this achievement, you need to complete the first chapter of the upgrade hero's business story line. you can buy it at Glen Rannoch at a small shack near to the abandoned railway. in this first chapter, you will take a datsun 510, just drive there and take the car carefully to the shack or building where the owner Alex will tune it up to give it much more power, then complete the rest of it and the achievement will pop.
