You can accomplish this early in the game. I did it after unlocking my first outpost.
Click start and head over to the My Horizon Tab. You should see the Gift Drop option in the upper right hand corner. You can select whichever car you like along with who you would like to be eligible, I did New players only, and then a message you'd like to have sent when they find it.
A Menu will appear to show you your choices and then confirm that you want to send the car and remove it from your inventory. The achievement should pop once that is all complete.

So does it just send to a random new player or do you then pick a gamer tag or friend?

If you're like me and the achievement didn't pop after following Redwings05's guide, there's an alternative way to unlock this achievement.
When you have unlocked and completed any barn find (purple circle with a barn and question mark on it), simply drive up to the barn and you will find it has been turned into a "Gift Drop" zone. Press
when prompted to select a car you want to gift and then follow the directions. The achievement should immediately unlock after gifting the car.
If the achievement still doesn't unlock, I would advise waiting until the upcoming hot fix for online connections is released in the coming week as this is (hopefully) what's causing achievement problems.
