Simple! Just win all the races in the map, and you will have this achievement. You may also want to set the Drivatar Difficulty to Highly Skilled to be able to complete an extra Mission for each race.

I was put off going for this achievement (due to my lack of skill ;) ) as the ingame description says "Win all Hot Wheel Race Events with the Drivatar Difficulty set to Highly Skilled or above".
I was about to let this put me off when sweeping up a few FH5 achievments but noticed I already had the progress bar at 76% but I'd been smashing through them on Novice difficulty.
Anyhow, to the point, you can do this on any difficulty - ignore what the in-game accolades tracker says.
