How to unlock the Dust in the Lens achievement in Forza Horizon 5 - Definitive Guide
*Edit*
It appears as of August 12th, the achievement SOMETIMES unlocks in Free roam and not during blueprints. I may try and make a fresh blueprint just to see if a new one makes a difference.
Allegedly it might only unlock during the Spring season for the game and NOT in custom events with the season set to Spring.
------------------------------
Nighthawk205's description is super solid but I made a blueprint to simplify things. Press start, scroll to Creative Hub, click EventLab, Event Blueprints, Search, and enter the share code 514 524 330.
Hook a left at the start, follow the path, and take a photo with the satellite dish in the shot and the achievement will unlock.

While you can't control the weather in freeroam, you can if you make your own blueprint.
For reference, the Gran Telescopio is on the North side of La Gran Caldera volcano and is the giant satellite dish. You can head to any nearby race (events such as Danger Signs do not work) and start your own blueprint. Just drive up to the offroad areas next to the Gran Telescopio while creating your blueprint and place your end point anywhere around there. In the blueprint options, make sure you change the weather to dust storm!
When testing the blueprint, just go into Photo Mode by hitting and take a photo while near the Gran Telescopio. I was slightly downhill and it didn't work, so I'd recommend being right up next to it. You don't need to capture the entire thing in your photo. Right after taking the photo, while it's saving, the achievement should pop.
An easy race to unlock that's nearby is Dunas Blancas Sprint, which opens up after you unlock the Apex outpost (blue ones). You can just drive Southeast uphill and it shouldn't take more than a few minutes.

I made a blueprint for this achievement. Hook a left at the start and follow the path until you can see the satellite dish.

As of December 2022, all of the guides above, that mention getting this achievement via the Event Lab Blueprints are invalid and no longer work. This method has been patched out of the game by the developers.
The only way to get this achievement, as of December 2022, is in FREE ROAM and you’ll have to wait until the Festival Playlist is in the SPRING Season. In the Summer, Autumn/Fall & Winter Festival Playlist, this achievement is absolutely not obtainable! (Note: Trying an Event Lab Blueprint in the Spring season, will not work either).
When it is SPRING, you’ll need to simply drive around in FREE ROAM until you see a dust storm (aka, a massive brown sand cloud in the sky). Annoyingly, this can take a while - but in my experience dust storms occur mainly (if not exclusively) in the DUNAS BLANCAS area (far left side) of the map, most likely due to the visibility of DUNAS BLANCAS from the telescope side of LA GRAN CALDERA mountain... and the fact that the entire area of DUNCAS BLANCAS is basically made up of sand!
Anyway, once you spot a dust storm, immediately fast travel to the GRAN TELESCOPIO on the top of LA GRAN CALDERA mountain (just to the right / East of DUNAS BLANCAS). When you load in, just hit and take a picture that includes some of the telescope (it doesn’t matter which side / angle of the telescope, or, and this is the ridiculous part, if you can actually see any of the dust storm cloud in the picture itself or not??!) and the achievement will pop immediately!
This achievement basically pops when a dust storm has spawned somewhere on your map (whether you can see it or not), when it’s SPRING, and you’ve taken a photo with at least a tiny part of the Telescope in it… As such, it’s technically possible to keep randomly rinsing and repeating fast travelling to the telescope in SPRING and taking a picture of it, over and over, and have this pop at some point (if you don’t want to specifically wait to see a dust storm form in your game), which explains some of the surprised comments on other guides to this achievement stating that it popped ‘randomly’ when talking a picture of the Telescope in Free Roam - all of these comments were made during SPRING (in game) and will have happened when an unseen dust storm was in effect somewhere on the player’s map coinciding with the time they took the picture.

Dude I think you’re spot on with this. I spent an hour jumping sand dunes at Dunas Blancas waiting for a dust storm with no luck (even randomly fast traveling to the telescope occasionally). Decided to go mop up some PR stunts and a dust storm started a little further south (at the Oceano Azul speed trap). I immediately fast traveled to the telescope and popped the achievement with a Promo Quickshot. Thank you!

Cheers Capt Poopey! I spent the best part of 4 weeks making sure that this solution was the only ‘current’ way to get the this achievement. Glad it worked for you, mate!

After the December update it still unlocks using the blueprint method. I've just created a blueprint. Download it using the code 564375693. Take a photo of the the Gran Telescopio right when the race starts. The achievement will be unlocked immediately. Works like a charm!
Hello everyone.
I just earned the achievement using a custom event and decided to share it with you.
Just press when you are in free roam and go to creative hub tab, then from there go to eventlab, then Event Blueprints, Now you'll see a bunch of blueprints but what you need to do is press and you can search for any event blueprints, all you need to do now is go to Share Code part above confirm button and enter this share code:
116 635 488
now you see a event called "Dust in the Lens Achievement". Press and choose solo then choose a car of your choice (you can use any car of any class) and start the event.
All you have to do now is to press to enter photo mode and take a photo of satellite dish and the achievement should pop up.
Good Luck ;D

Achievement still works, i got it today. But you have to get it in free play. It won't unlock through custom events
If you can't get a sandstorm when you're at the telescope, you can wait until you're inside one elsewhere, fast travel to the telescope and then take a photo - even if you can't see the sandstorm, the achievement still unlocks.
Hello all. The method used using event labs / Super 7 card has now been patched. However, there is some good news in getting the achievement.
You’re gonna need to have the right seasons in game first - Spring ( Hot ) & Autumn ( Dry ). You’re also going to want to stay to the West of the map basically where all the Sandy landscape is.
Now you don’t have to be at the location for the picture DURING a dust storm the just has to BE one happening. So you can just stay in that area, do races, bonus boards, PR stunts etc..
I was far West, dust storm happened, fast travelled to the location, took the picture in pure sunshine, achievement unlocked.

The Gran Telescopio is basically that massive satellite dish looking structure just to the northwest of the large volcano. It's actually marked on the map as a landmark (which I believe you have to have driven past once to discover it). What you need to do is just take a photo of that with a dust storm in the same shot, so, as the dust storms don't appear all the time, keep an eye out for one, and when there is one, make your way up the volcano and situate yourself on the road that overlooks both the Gran Telescopio and the desert (where the sandstorm will be). The road to do this is literally to the east of the structure. Fairly easy, this one, but you just need to get the timing right.

Open the menu, go to the creative section, then EventLab. There you press search (two squares on the gamepad). There will be a lot of search fields, we need to search by code (514 524 330). We loaded up and drove almost to the finish line. On the way you will see the “Gran Telescopio”, this is a huge locator, your task is to leave the route to the right (there will be a small road) to park the car in the background of this locator so that you can see its bowl from the front side and take a photo. Several attempts and angles and the treasured achievement in your pocket.

Doesn't work in the event lab - buggy achievement

While in free mode, as soon as you see a dust storm, you can teleport and take pictures, this will be enough, it is not necessary that the telescope itself is in the storm.
