Locked description for the achievement for some people is 'Photo 200 cars' but the achievement is actually for 50 legendary cars which the unlocked description says.
There is a 'custom' car theme where you choose which cars will show up so i have made 2 blueprints at the 'Festival Drag Strip' (start festival) that are only legendaries and the Toyota Supra you start with as you need to own at least one car to race so i know you'll all have that one.
Mess around with which classes you pick to get the line up to change and you will need to quit and reload to get new drivatars with new cars.
Open photo mode as soon as you start the race get everyone in shot and press to snapshot the whole lot. (Make sure you own the Lugar Tranquilo to unlock Horizon Promo *apparently not required but you still need to own all houses for an achievement so I still advise to get it)
To load an event lab race press on the event (while driving) go left twice to highlight the yellow tab 'Eventlab Creations Browse Events', press and then press to open search and search for the share codes without the spaces.
Share codes: 169 910 983 and 604 786 984
You can check which cars you've captured or not by pressing , once to 'Cars' and 'Horizon Promo' is bottom right. Pressing lets you filter out captured, owned, etc

Thank you! I've used your blueprints and got the last couple cars from searching for them in Super7 challenges (1 by 1, but it was only like 5 left)

Kaiser is getting the two things confused Redwings, you do unlock the ability to take photos early on but you do need the house, as you say to unlock the horizon promo feature..

*NOTE* the achievement on Xbox says it is for taking photos of Legendary cars ONLY. This solution will still fast track that for you along with taking them as you find them. Thanks to CoastKey for pointing this out in the comments!
First off, you need the house called Lugar Tranquilo, located on the east coast of the map in Playa Azul. If you have VIP and early access, then this house is free. If not, it will cost you 700K credits.
Once you have the house, you have access to Horizon promo via the camera by pressing up on the D-pad.
Fastest and easiest way to rack up the photos is by doing it at the start of races. By changing your car, class and type often, you will rack these up in no time. This means not always using an A class muscle car for every race. Instead switching up the class (E-R3) and also the type of vehicle (off-road, muscle, etc) will provide you will different combinations of opponents. This increases the likely hood of new cars being in each race.
Only new cars count. You can tell if you have taken a picture of one or not by looking near the Drivatar name. If their is a camera near it, then you haven't taken a picture of it yet.
You can take a picture of more than one car in a single photo. In a given race, divide the field in half to make sure it counts them all.

On Xbox it says " Take 50 photos of legendary cars for Promo" and my tracker is at 2 % after first race so something is not quite right on this one...

You are correct! Solution still works for it, I am at 12%, but I will make note of this difference. I swear when I first got on it said 200 but I might just be crazy lol

to photo graph 50 legendary cars there are many ways you can do this , you can use the super 7 playlist to get them 1 at a time but the fastest way i found to do this is to load up a drag race from the blueprints lab , once in the race just press up on the d pad , then press a to take a photo , then save it and upload it

Right, there's a little confusion here. On Xbox.com the achievement description says "take 50 photos of Legendary cars," while on the console it says "Take photos of 200 different cars for Horizon Promo." It seems like they changed this at the very last minute and have not updated Xbox.com. I say that because it's actually tracking the 200 cars on my console. So, with that out the way. This one can seem a little daunting, but not if you start as soon as you start playing Forza Horizon 5.
So, the easiest way to get this is basically: whenever you start a race, before you set off, hit up on the d-pad, bust out the camera, and take a photo of everyone on the grid. If you're changing car classes (i.e. D class to S2 class) your opposition cars will change too, and if you're changing cars, the same will happen there. As well as doing a whole host of events - off-road will have off-road vehicles, street racing will have supercars, and so on. Note the word different as well, so try not to race in the same car all the time, and also, keep an eye out for the photo symbol next to the Drivatar's name, if there's one, you've not photographed it before.

You can speed up the process in drag racing, you don’t have to go through it, at the start you choose any cars (if there are no legendary ones, if there are, then it’s better to start with them), start, take one photo of all the cars and immediately cancel the race. Repeat until the achievement comes up. And you can continue to promote the festival.
