As per, you have to drive all (175) roads on the map to get this one.
Some people reporting that it can pop at 174 roads. However I did have to get the full 175
If you're missing a few, then look for tiny sections of grey at junctions, or where roads make triangles, as its easy to miss bits there.
The main one I had an issue with is, is the road leading SW (South West) out of the Hot Wheels festival. This is because there are actually two roads there, perfectly one on top of the other. The bottom one, and the one you're probably missing, lead to the "Rams Head" double loops, under the festival hub.

This one popped for me at 174 of 175 roads FYI. I was planning to leave one for AMEM tomorrow as had just popped the last tank balloon for that achievement, but it popped one early and then the accolade did pop at 175.
