This achievement requires you to drive on every road in the Rally DLC.The rally map is a lot smaller than the normal map and only consists of 32 roads.
What you want to do is go to your map and turn off all the filters so that the map is basically a blank canvas.
From this point forward you want to scout the roads to find the spots where the road is still grey/darker than the other sections of the road.
You will then reach the point where you notice that you are still stuck at 96.9%. Chances are that's when you have decided to look up this guide.
The missing road you are looking is probably the one in Pueblo Artza (north of the quarry). It's a small dirtroad that circles around a house

There are only 32 roads in Sierra Nueva to discover. They will be grayed out until you drive on them. While most of them are long and obvious, there are a few small side roads that are easy to miss. So be sure to scan your map for any that you may be missing.
