As soon as you complete the expedition into Sierra Nueva, a waypoint will be automatically set to the first race. Start the race, and as soon as you cross the split gate - which is a blue checkpoint with big letters that say "SPLIT GATE" - the achievement should pop.

After ariving in Sierra Nueva, you’ll start participating in Rally Races. These races see you going up against times rather than other cars driving alongside you. During these races, you’ll pass blue checkpoints, or split gates, that update your time against all the others. Driving through your first one will unlock this achievement.
