How to unlock the Viva Horizon! achievement in Forza Horizon 5 - Definitive Guide

You can unlock this fairly early on in the game (I was maybe 1 or 2 hours into the game when I unlocked this.)
You can get this when you get to pick an outpost/expand your festival (see pic below). You can get to this screen by pressing start and going to "horizon adventure".

I chose "mainstage" then "the goliath" event at the bottom, it unlocked straight after selecting that. It unlocked even though I didn't have the other events unlocked in the mainstage. I used the second unlock point I earned to unlock the goliath event, the first was spend on an outpost so it might be possible to unlock this using your first unlock point.
If you don't have any unlock points then simply complete races and other challenges to earn accolade points, which in turn will allow you to unlock more areas on this map.

2. Campaign tab (default).

5. Click 'The Goliath' to unlock the 'Viva Horizon' achievement (you don't have to race).
You might need to finish the VW Beetle 'Vocho' barn find story first..."My friend!"

To clarify for Goatlips' comment, you do NOT have to have the Barn Find Story checked!

In order to unlock the trademark 'Finale Events' - you know, like The Goliath, The Marathon, etc. - you basically need to spend all the tickets you get from the Accolade Points on one stage (Mainstage unlocks The Goliath, ). The last one, generally, is the Horizon Finale Event. Unlock it and this achievement is yours.
