You will earn experience while playing through the online multi-player. I got this after a few hours of racing since every drift, high speed, flawless stretch, and just about anything else you can think of adds to the XP.
You will get this naturally while going for the full completion since you have to rank up to 25.
I also recommend doing the online prior to story mode since the credits you earn (common award for leveling up) carry's over.

If you need to be in multiplayer, then this achievement is no longer obtainable due to the severs being shut down. Every time I try to connect, it just says the servers are unavailable.
