Update 10/18/2016: Heres how to get the achievement
Today I managed to pop the achievement, and I'll walk you through how I did it.
1. Start SINGLE PLAYER
2. Go to RACE CENTRAL
3. Select RIVALS
4. Select HORIZON RALLY
5. Select one of your 7 desinations.
6. QUICKLY hover over the stage you wish to race and press X to change your rivals to Friends and Clubs.
7. Choose the slowest time on your list and WIN.

What I found was when you first load into the game if the 100 club stuff is displaying it will likely let you start a rival race. When I started getting the message about temporary unavailable servers I would completely back out, drive to the garage and enter, then back out. Sometimes it would make the 100 club stuff reappear. if it didn't the best thing is to completely close the game and then re-load. Good luck everyone

Some other tips that have helped me: the 1000 club medals absolutely are the best indicator of if this may work. Sometimes fast traveling between the garage and race central will make it happen. I was also unable to find another rival after completing one and had to restart the game after every event.
I was also unable to get my friends list to load, but waiting on the main screen for the event and using the default rival worked for me for all 5 of mine, I just had to close and reopen the game after each.

Update 9/8/2016 : Seems that it might not be possible to get this achievement anymore. Hasn't been 100% confirmed yet, but added this as a heads up.
UPDATED: To unlock this achievement you have to "WIN 5 different stages in Rivals mode". Once you finish the first 4 stages of the first event you can do rival mode once you have the ability to select the second event. Go ahead an complete the second event. Then start you Rally Rivals achievement. To select rival mode move over to the event you want to do and then hitting the X button, once there you can select a stage and then hit X again to select a rival instead of the default one. You can select either someone faster or slower than you. Then you can select the car you want to use. Now you have to beat 5 rivals in 5 different stages You have 4 stages per event for the first 2 events. I did the first 3 events in the first stage an 2 events in the second stage an the achievement unlocked. Hope this helps any comments or suggests let me know in comments.

aye. I'd tried doing the 1st event in each of the 6 rallies (but I did't beat them all) It unlocked for me after I'd BEATEN 5 (from various rallies)

well I did't BEAT the rival over the 5 different events - but I'm sure that WOULD work - it popped after I'd beaten 5 rivals total - a couple from the 1st and 2nd rally and the others on random stages from the later events (rallies)
It seems to be completely misworded - it should read 'BEAT 5 RIVALS IN DIFFERENT STAGES'

You just describe the conditions of the achievement instead of a good strategy to get it fast and with not much effort. I think the key is to drive the first 5 rally races (complete Beaumont tracks and 1st track of the second rally) in a terrible time RIGHT when you start playing the DLC for the first time. Be very slow. Dont try to win, come in on 50th position on purpose. Then challenge YOURSELF in every of the 5 tracks, race well and win the challenges one after another. Then do the other rally achievements by trying to win every race with excellent times like you would normally do. I tried to win every race from the beginning and marked very good times which were quite difficult to beat. And I only have 2 friends who own the game and who are also very good. Scrolling down the rivals list to choose someone who is safe 3-5 seconds away from my best time took ages because everyone is so close together divided by milliseconds. So beating your own bad times right from the start is the easiest way.

And you dont have to complete the second event to have access to 5 tracks. Just beat the first event and the first race of the second event. Then you can start beating rivals on these 5 stages.

Not sure whether it was just me or not but i had more problem accessing the servers to get a race in Rivals mode than actually doing the necessary for the achievement. Beating the slowest friend on there five times was not much of a problem, but actually getting the race started was. The amount of times i had to retry because the servers were apparently unavailable was ridiculous. Perfect solution if the servers are behaving themselves though

I haven't been able to access the rivals mode ever since I started playing it again on monday. I do however think that this will be something they fix at some point once the craziness around GwG resides, I keep checking on an hourly basis so if I am ever able to access it I'll post in here too.

I am yet to unlock this achievement, however, I have looked at SOME of the recent winners of this achievement, and they unlocked them whilst they were offline. Keep in mind, you need to be online to unlock this achievement... Allow yourselves to make your own conclusions.
I'd just like to randomly point out, modifying a game-save to unlock achievements is against Xbox's and TA's ToS and their policies.

There has been an update to Forza Horizon on Xbox One. Not sure if this update rolled out on the 360; if someone can confirm please.
This update has not fixed the Rivals issue, however, seeing as though an update has been rolled-out, it shows there is still on-going support by T10/Playground games. How far this support extends and to what features remains to be seen, but it leaves me hopeful that they will fix other issues we are having.
BUT, I'm still irritated by the fact that not one member of the development team has reached out to the community and given any sort of statement in relation to these issues. Though, they maybe listening to us does not suggest we know we've been heard, and as a result, we're naturally going to keep on pressing until there is a resolve!

I was excited too when I saw that there was an update but it didn't fix anything for me either. I see somebody else got the achievement around 4 hours ago however I strongly suspect they have cheated. The Gamertag is B1gGuLp0FJeSuS, and according to TA they started Forza Horizon and finished all 70 achievements in under 5 hours which is physically impossible.

As of now, Rivals remains in a disabled state to ensure a great experience for players throughout the rest of the game. Once we have more to share, I'll update this thread.

@Sighris, this is not exclusively the case. Depending the application used, it is possible to assign time stamps to your achievements. Thankfully, it is also relatively easy to catch.

Notes: Have your settings as easy as possible. REWIND and FULL LINE helps A LOT!
Keep in mind what the original solution to this achievement. 5 WINS at 5 DIFFERENT locations.

I'm on the Rivals mode right now. It isn't working 100% of the time but I have managed to get 4 races done (although I lost 2) so this is a good sign that some sort of functionality is being restored. The method Bradders77UK mentions is what I am also doing and it seems to be the most successful method I have tried.

For me a method to get rivals working was restarting the game. After that I would usually get a rival immidiately. If I was unlucky, I have quitted from Rivals and entered it again.

@sighris, I did mine on the X1, however; there is only one server-set to accommodate FH1, so, in theory, the achievement should be unlockable on either device.

I just got both Rival achievements on 360. Took me 2.5 hours because of the unstable servers. I kept having to back out to the Start menu screen.

Also managed to get this tonight, 1 rival was myself, 3x rival on 1 friend, 1x on another friend. Servers are unstable - just keep trying.
Oh and if the rivals list populates with "near" I was able to still change quickly to "friends" only.

I just wanted to try it to see if it worked and it did for me. All I did was go from the main menu, select Horizon Rally, highlight one of the tracks and press X for Rivals and won 5 different stages and it popped for me.

Thanks for the first solution here, but I found it tended to break more when I tried to do Friends & Clubs. Friends Only worked best for me but I'm not in a big club, just a very small one.

When I try to access Horizon Rally it says failed to download the Xbox live marketplace data. Any known fix for this? I've already got the dlc downloaded, so it shouldn't be trying to go to the marketplace at all.

Got this achievement yesterday!
I couldn't get it on the 360 but I installed the game on the One and found issues with it. It turns out I didn't have the DLC downloaded (via Manage Game in the Xbox One dash). Once that was done, no issues now.

Managed to unlock this even today on Series X by doing the first stage of each of the 5 events and backing out to Race Central after each stage. Continuing to the second stage would give the "Horizon Server Unavailable" message, but backing out and returning would bring up a new rival each time.

I play on serie x and I have unavailable functionality all the time. I can't make rivals and it's my last achievement that I miss.
However the achievement is not indicated as more possible to obtain. If you could give me more details. Thanks ^^

Yeah this achievement needs to be flagged as unobtainable. The rivals requires a connection to the servers. And upon selecting horizon rally in the rivals selection I am greeted with a message saying “The Forza Horizon server is not available at this time. Please try again later.” This has been the same message for over 6 months now so please flag this achievement as unobtainable.

to bring up the rivals mode. From there you will be given an opponent who has driven the race faster than you. You can make it even easier for yourself by changing the opponent and changing the filter of the leaderboards to everyone and choose the first guy above you. Shouldn't be too hard if you can beat your own time.
