After completing the opening stage to the Rally Expansion you will have an opportunity to buy a car. You will be taken to the Autoshow automatically, with just one car available; the 2004 Mitsubishi Lancer Evolution VIII MR for 20,000 Cr.
Your Cr carries over from the main game, so it is recommended that you start this first. Note that you will also be required to complete a rally conversion so the car is eligible for the rally events. This also costs money, unless of course you have found all Discount Signs in the main game (see Black Friday).
If you have enough money, you can return to the Autoshow immediately to buy the other four cars for the High Five! achievement.

After your first race you will need to buy the Mitsubishi Lancer for 20.000 CR. That will be your very first rally car and the achievement will unlock.
