This is the easiest 'country collector' achievement since there are no cars which are awarded from a race.
You might want to save your money, though, and pick this up later in the game since the achievement is only 1 GS and the Spirra is not a particularly good car. Early in the game you can put that money to much better use.

For this (the easiest of the "All Cars From... achievements) can be bought as soon as you have enough credits, no race unlocks needed.
Hyundai:
2003 Hyundai Tuscani Elisa - 9,000CR.
Proto Motors:
2006 Proto Motors Spirra - 118,500CR.
Total CR's needed - 127,500CR.

If you choose Asia at the beginning of the game the Hyundai Tuscani Elisa is one of the cars you pick from.

Couple more details to help anyone rushing into this 1pt gamerscore (useful to roundup)
If you start the game with Asia region cars, you get a starting discount 5% plus the first Hyundai required for this for free!
Then at level 10 you get 30% discount on Asian Cars (less discount at lower levels, higher at higher levels)
Level 15, gets 35% discount, for example.
I managed to grab the Proto at 82,950 CR at level 11
If you choose races that give you more cash as you advance, it will be easier.
Also, if you're a good player, raise that difficulty so you can get there faster!
