I believe you also need the 3 McClaren cars as well SD, which could be up to another 900,000 credits.

Just tried this and had to buy the 2004 Bentley Continental GT (48,500 with 50% discount) to make this cheevo pop

I was wondering, if I get to level 50, then buy the cars from my region (america), some with discount, then I change regions to europe, will I get a discount on cars?

No you lose the discount when you switch regions, so make sure you buy all cars available in your region before switching
