This achievement is simple enough: get all gold medals in the Factory-Spec Races.
One little thing that can give you an edge is that even though you can't put any upgrades on your car, you can put on new wheels to make the car lighter. Yes, it may only be about 30 pounds less, but it's still an advantage.
The lightest wheels are:
The first model under "Enkei"
The first model under "Motegi Racing"
The first and third models under "Volk"
The first model under "Work"

Also make sure you set the difficulty to easy if you are having trouble.

Also, use the standard controller (can be the green Halo one or the black l33t one) if you don't have the Forza 2 wheel (or if you had a wheel and it caught on fire and burnt up).

You can save some time by hiring a driver do some of this section for you.
Since this is Factory Spec and you can't upgrade anything BUT you can go into:
Tune Car... Tire Pressure... and increase both the Front and Rear tires to 40 PSI.
This is enough of an edge to give the 55% drivers a win on every single factory vehicle challenge.
