Go to Free Play and Choose Hot Lap.
Choose a Bugatti Veyron then go to the Le mans Circuit de la Sarthe.
Once you get to the straight-away go full throttle and you will get the 4/4 bars for perfect Speed.
You could also get the 240mph achievement at the same time.

Though this solution is probably 6 years old, I appreciate the mistake found.

For Flat out, Legendary Battle and Slipstreamin I just did a quick race on Test Oval with Ford GT40mk2
(Some people are having trouble finding this track, it may have been part of collectors edition.. Any high banked oval track with work just the same)
You start behind the Ferrari 330 (the one you need to beat)
330 gets a jump on you but with all assists off and AI difficulty to easy you starts catching up..
Follow his line and as you get closer you will notice draft scores coming up, I had 4 perfect drafts before even passing him.
As I was doing this race I got Flatout also a few times Just by holding down that throttle.
Just be a little careful at that speed the Ford wants to slide up the track into the wall on one of the turns!!.. Really easy

Is test oval a dlc? Im not seeing it any country?

It may have come with collectors edition... Its been so long its hard to remember.. But any big high banked oval with work perfectly

Super easy to get without having to buy, upgrade or tune anything. You could also unlock the following achievement if you continue to accelerate after unlocking Flat Out:
What you need to do is from the main menu go into:
Free Play > Hot Lap > Bugatti > Veyron 16.4 > Le Mans > Old Mulsanne Circuit
The plan is to reach four full bars of speed* on the extremely long straight. Just drive like you normally would for the first section and when you get on the straight floor it.
It'll take a while to get up to the intended speed but you will eventually reach it, most likely on your first attempt.
*about 300-350KMH (~210MPH) if I remember correctly

Then get ahead earlier in the race and maintain your lead onto the straightaway. You should be able to gain enough speed to get the achievement on the straightaway.
