Navigation to the challenge is as stated...
Select 'Play Career', 'Go Race', 'Rivals' and then the second tab called 'TopGear Rivals'.
Select the first challenge called 'A Reasonably Priced Car'
The easier way to get this achievement is to run the course slow speed to learn it the 1st time, then when you are done keep selecting "A" until you are back at the RIVAL board.
Press "Y" to CHANGE RIVAL and "A" to select your own gamer tag from the leaderboard. Then select "Set As Rival." Finally, go back in and run the race against your previous Ghost. Beat it and you get the achievement.
NOTE:
The 1st race will also get you the achievement for
The Star in a Reasonably Priced Car achievement in Forza Motorsport 4 worth 16 pointsComplete a lap around the TopGear Test Track while driving a KIA cee'd.

From the start menu go to community then rivals, then you choose one of 7 types i choose top gear then choose one of the rivals events. You can either play the rival suggested or as i did press Y to change rival, i then played against a friends ghost but feel free to play around trying to find a slow time that you feel you can beat. Good luck

i need help here iv beaten rivals about 6 times now and still no achievment is it glitching or something?

I got this on my first go so i dont have much idea how buggy this achievement may be sorry, tho you could try the forza 4 forum Game Discussion Forum all i can say is i did the top gear one first event in the kia c'd against a friends time/ghost and this did work for me i got it as a crossed the line i believe, hope this helps!

In Rivals mode before entering a race, you can select your rival by clicking Y. Select a person with a slow time or a friend and then enter the race and beat his or her time.

Go to the rivals mode and select a race, an opponent will automatically be chosen for you and they usually aren't the greatest. Beat the (generous) time that they give you and earn yourself a pretty little 10 Gamerscore.
