After you reach Level 20 you should obtain this achievement.

If this achievement still does not pop, just enter another race and quit. The committed achievement should now pop.

After reaching Level 20 when completing a race, this achievement did not pop. (going from Lv 19 to Lv 20 post race)
After completing the very next race, then the achievement popped.

I got it after I completed level 20 and reached level 21, which was the next race

Same for me... the title of the achievement should be, "Enter a race as Level 20 driver", not "reach level 20" :)
