How to unlock the Money Well Spent achievement in Forza Motorsport 5 - Definitive Guide
You will want to get a Modern Grand Touring Car from the list provided below. Put on speed and acceleration upgrades on the car. Now select in Free play with no other racers the Nurburgring Nordscleife. Preform a K-turn when the race starts and go around a few turns before you hit the straight away. Once at the straight away let the car rip and make sure you go over 200 MPH which should not be an issue. The achievement will pop when you quit out of the race or finish it normally.

This achievement glitched in a good way for me.
Used a R8 5.2 with A700 upgrades. Never went above 180 mph and still got it.

2011 Mercedes-Benz SLS AMG worked for me. I hit 325 km/h (my speedometer is in kilometers per hour), and it popped when I paused and quit game.
I had previously tried with the 2009 Ferrari 458 Italia and I couldn't unlock the achievement despite going over 330km/h numerous times. The achievement tracker listed this attempt as 95% of the requirement. I also tried with the 2013 Audi R8 Coupe V10, hitting 318 km/h, which was listed as 98% on the achievement tracker. I couldn't get any faster with this car.
In conclusion, the 2011 Mercedes-Benz SLS AMG is the way to go. As long as you hit 324/325 km/h (or the mph equivalent) the achievement should unlock.
Note: All cars are available in Select Car / Rent Car, and the achievement is best attempted driving the course backwards as stated in the solution above.

For this achievement you need to reach 200MPH (320KPH) on the Nurburgring in a Modern Grand Touring car, the car I suggest is the Nissan GT-R Black Edition, which you can rent in free play for free.
From the main menu choose Free Play and setup a race on the Nurburgring - Nordschleife and choose the Nissan GT-R Black Edition by either renting or using your own. Then once the race starts turn around and head round the track backwards which will bring you straight to the 'final' stretch of the track which by going backwards is downhill, the GT-R is a very powerful car and has no problem getting over 200MPH.
Once you have reached 200MPH you can quit the race and your achievement will pop.

I unlocked this achievement with a P905 McLaren MP4-12C.
To get it to P905, I bought the Quick Upgrade on the Tune/Upgrade tile in the main menu.
You can race in Quick Race on either Nordschleife + GP or Nordschleife.

Go to free play. Change game options to circuit, no AI, 1 lap, default, any, any. Select track and select nurburgring then Nordschleife. Select car then rent car. Rent the Ferrari 458 Italia. Start race once you come out of pits turn around head wrong way round track up main straight by the time u reach the end you should be doing over 200mph then quit race and get achievement. If not get a run up and head back down straight to get 200mph. NO NEED TO BUY A CAR, TUNE OR EVEN DO A FULL LAP.
Like WORLDEATER says simply turn around and go down the straight, it does work if you test drive a car in the tuning menu, it saves a bit of time, I used a standard 458 so tuning is not necessary.
