How to unlock the Full Medal Jacket achievement in Forza Motorsport 6: Apex - Definitive Guide
EDIT: It appears that Platinum medals will not count as a new medal if you have 3 gold medals. So each event will only offer you 3 medals maximum to the stats (36 total in base game). The platinum will only count as a medal to the Platinum related achievement.
EDIT January 2021: In August of 2020 the DLC content was made unavailable making this achievement unobtainable for anyone starting now.
Unfortunately, as of April 1st 2019 this achievement is Paid DLC unlockable only. All free Spotlight events are now permanently closed and will no longer cycle.
If you managed to get 2 or more medals in Spotlight events previously, you can still achieve this. If you only had 1 or 0 spotlight medals then this can only be achieved with a download pack for around $6-10.
There are 12 Events in Career mode. Each event offers 4 medals (3 Golds, and a Platinum for beating high score and receiving three golds). That makes 48 medals total. Realistically, casual players would only likely be able to hit 37 medals. Above this amount is an enormous learning curve requiring manual shifting, no assists, and high AI difficulty.
I have not got this achievement as I am at 44 medals. I could realistically get 47 with some better times, but I doubt I can reach 50. Essentially - if you only ever game in Automatic transmission then you will not get this. without paid DLC.

Idk if the game bugged out on me or something, but I got 3 medals in every event except the Against the Elements one, where I only got 2. I also have the platinum in the Raptor Strike event. According to this count, I should have no more than 36 medals (11 events * 3 medals=33, plus 1 event * 2 medals=35, plus the platinum from Raptor Strike=36). The counter clearly shows "38 medals". This makes me think that the game actually awards three more medals when you get the platinum one on any events, which means that the count is actually 11*3+2+3=38. In short, this could mean that maybe the achievement is still attainable. The one that requires the 5 Spotlight events, on the other hand...not so much

And here I am, amending my statement. The medal counter doesn't count platinum medals at all, but it DOES count the first race you ever do in Apex, which netted me 3 extra medals. This means that, if you got 3 medals on every event you can reach 39 medals. If the platinum medals get counted (mine didn't), you can reach 51 medals. This means that this one is still possibly achievable, even though based on my personal experience the platinum medals are near impossible to obtain.

You can earn up to 4 medals per event. 3 medals are for completing 3 secondary goals, 4th, Platinum one is earned for score high enough which usually means driving on Unbeatable or Pro difficulty and geting good bonus for turning off almost all assists.
Medals from Spotlight series also count.

You can get only 4 medals max in 1 event, repeating race won't stack medals.

It is no longer possible to get 50 medals unless you have purchased the spotlight events DLC.
Standard version has 36 medals + 12 platinum (very hard to achieve) = 48. Weekly spotlights are no longer available as of September 2019.

As of August 1, 2020, DLC events are also no longer available, so the achievement can no longer be obtained.
