Looks like you got this already. Have experienced the same with other achievements. They can take awhile until they appear unlocked.

Go to free race and then choose the Circuit de Spa on rain weather. The choose the car as the 2014 Lamborghini Huracan. The change the max drivatars to 0 and the laps to 1. Start the race and finish the one lap and the achievement will pop after the race! :)
