You originally start with only 11 series/events unlocked when you reach the Breakout Championship.
You need to complete the Forza Drivers Cup to unlock all 15 series/events in the Breakout Championship.
The series/events are relatively easy and short compared to different events in other championships.
Once all 15 series/events are complete then your achievement will unlock.

To fully complete the Breakout Championship you will need to finish every Series and Showcase in the Championship. Once the Forza Driver’s Cup has been completed and the Elite races open up there will be 2 new Series and 2 Showcases added. Finish every Series and Showcase in the Breakout Championship for the achievement.
