This doesn't mean selling mods. Each mod has a certain number of uses before it's used up. For this achievement, equip mods and when their uses are filled up the mod will be discarded and it will count toward this achievement.
If the mod has conditions to fulfill, such as 2 Good Passes, or 2 Perfect Turns, you must complete these to get the reward for the mod and have it count toward one of your uses.

Before a race you’re able to select a mod(s) to use to give you some advantages or a larger credit payout. Some mods will have multiple uses and some will be a singular use. Simply select any mod you want to use. You’re able to select up to 3 mods per race, so ideally pick 3 mods each race and in about 17 races completed you’ll get the achievement.
