It's grayed out. EDIT: Ah I tried to go there from the race set-up screen. Didn't realize I had to actually start the race first.

this also doesn't seem to pop from entering test drive from the tuning & upgrades in main menu, note

I can confirm that you need to go through the pre-race test drive option in single player (NOT FREE PLAY) to unlock this achievement.

From the pre race menu, click RB to reach the setup screen, click test drive, achievement will pop once it loads.

This can quickly be done at any point while you’re playing the career races. Just before the race in the pre-race screen you can select to test drive the car you’re using. Once you load into the test drive the achievement should unlock and you can exit back out.

In the driver's cups, instead of clicking "start the race", go to the settings tab and select "test run".
