Simply add a mod of any kind before a race (cannot do this on any of the 3 intro races), and the achievement will unlock once you complete the race and reach the results screen.

I had a problem at first in that I selected a Mod that 'wouldn't work' for the track/race I selected. It was the "Ideal Conditions" Mod, which can't be used on a sunny track.
Once I changed to a universal Mod ("Grid Improvement" in my case) it worked as described/expected.

Before a race you’re able to select a mod(s) to use to give you some advantages or a larger credit payout. Some mods will have multiple uses and some will be a singular use. Simply select any mod you want to use and once you’ve completed one race or multiple depending how many before the mod is used up you’ll unlock the achievement.
