I downloaded all of the free cars from the Microsoft store. I got the Tier 2 and Tier 3 achievements right when the game launched for the first time.

Will unlock with natural progression, once you own enough cars with the required collector score to reach level 3, this will unlock.

if you play forza horizon 3 or 4 you will get free stuff while start playing fm7. You will get this achievement without doing anything
