Hi!
There is little information about this achievement and how the grid order is determined. Here are some tips from my own session.
Game setup
Track: Homestead oval
Collisions: Off
Damage: Cosmetic
Class: X type
Grid order: Manual
Laps: 1
By setting the grid order to manual, the host can determine who starts last when the game will be launched. There is no need for switching people in and out of the lobby.
Session setup
- Gather 24 accounts in prelobby
- Move to game lobby and iron out connection issues (bring some reserves!)
- Go to assists and turn damage off
- Ready up
- The host will determine the grid order
- Wait 10 seconds, player in 24th position races
- Others can race
- Do not leave the race and all players will be returned to lobby
- Repeat
Very easy if players can follow instructions and cooperate.
Tips
- Gather as many people with two or more accounts
- Find a co host because managing 24 accounts by yourself is very hard
- Grab some reserves
- Do a practice session to find out how to set up a lobby and how you can determine the grid order
- Everybody needs to ready up before you can start the race
- After one race, everybody is still set as "ready" when you reenter the lobby. So if the host has a fast console/pc, it is easy to go to the next race as people barely get a chance to press "not ready".

R3f1Cul: "The main thing I can say from a host's perspective was keeping track of people is HARD! The players in the session really have to have commitment themselves. Those who JOINED back on their own were beyond helpful and those who MESSAGED me when they got dropped from the lobby so I didn't have to try and figure out which 1 of the 20+ people just disappeared helped massively for me being able to reinvite them to the lobby. Host definitely needs to be on early and invite people who are also on early to feed them in slowly and running a trial race with just one person in a private match beforehand just so you know where the settings are helped me feel more confident. Your settings guide was SPOT ON for me though and helped give me a lot of confidence with how simple it was. PEOPLE WILL DROP FROM THE LOBBY at some point so messaging the host or having the initiative to join back on your own helps beyond words because 23 other people is nearly impossible to keep track of."

To pull this achievement off legit would be next to impossible. To be able to be the last car in the starting grid for a race in multiplayer you’d have to be the last one to join the lobby. To have this happen by happenstance would be a miracle.
So, you’d be better off doing this through a boosting session where everyone is coordinated to let you be the last in the starting grid and then let you win the race.
