Your finishing position does not matter for this achievement, just make sure that you accumulate no penalties. Just drive as slowly as you need to ensure you keep the car inside the track at all times of the race. Turning on Forza Race Regulations has no effect on your opponent difficulty and assists you have. So you can use as many assists as you want to and still be able to get this with the FRR turned on.

Just finish a race after selecting it, without incurring a penalty, and the achievement is yours.

I got this in my first multiplayer race even with a few crashes and bumps with other players. Just make sure it’s not you that causes them!
