The Koenigsegg Jesko should very easily reach well over 180MPH on the stretch at the top of the hill after Eau Rouge for well over three seconds. After you complete a lap around Spa, you will also get the Leisure Cruise achievement and can quit the event (or complete it if you feel like it).
Technically you can turn on all assists and let the AI drive it for you too!

You're pretty much guaranteed to get this at the end of the first tour when grabbing the Ford GT in the last event.

Some of the vehicles in Forza Motorsport are capable of a dizzying top speed that in many cases exceeds 310 kilometers per hour.
To earn the "Flying" Achievement you'll need one of these vehicles, such as the Cadillac Racing V-Series.R, as you'll need to maintain a speed in excess of 180 mph (approximately 290 km/h) for at least three seconds.
In addition to the car you choose, you'll need to drive on a track that has long enough straights that will allow you to catch that much speed. The ideal track for the occasion is Le Mans - Circuit International de la Sarthe.
From the main menu select "Race", in the next tab select "Free Play" and in the next "Quick Event Setup". Then select your car, namely the Cadillac Racing V-Series.R. If you don't have it in your garage you will have to spend 357,000 Credits.
Along the way select:

Track layout: full circuit
The other parameters of the race are of little importance.
After the Dunlop Curve, Dunlop Chicane, Esses, and Tertre Rouge, there are three long straights (Hunaudieres), interrupted only by small chicanes. In fact, you don't even need to drive on all three straights, as the first one is long enough to develop the speed required to earn the Achievement.

You can rent a car in freeplay for this. I did it with the Ferrari F1 1990 at Suzuka

Yeah you can just rent a car in freeplay, no need to spend your credits, the only difference is you don't earn XP on rented cars.

An easy way to complete this early is in Freeplay or Rivals. Choose the X Car Class and then rent one of the X Car Class cars for free. Use it in a race to easily hit 180 mph.
In the main menu, head to Race then Free Play then start up Quick Event Setup.
Select buy or rent cars and then choose the 2020 Koenigsegg Jesko.
Then set Game Type to Circuit Race, set track to Le Mans and set the track layout to Old Mulsanne Circuit.
Set Drivatars to 0.
Start the race and you should unlock the achievement once you get to the long straight.

I unlocked this during the first showcase, after completing the modern tour. So you will likely unlock this from normal play on your way to completing the game.
