I recommend you go for this one while also going for:

The Excellence achievement in Forza Motorsport worth 35 pointsFinish with no penalty with full Forza Race Regulations enabled

The Stiff Competition achievement in Forza Motorsport worth 100 pointsComplete 10 races with AI set to the fastest difficulty

The Rain or Shine achievement in Forza Motorsport worth 20 pointsCreate and complete a race in the rain in Free Play

Go to Free Play
Select any car.
Go to Advanced Event Setup
For Race Length, select Custom.
Number of laps 1
Track Eaglerock Speedway
Track layout Oval Circuit
Weather Light Rain (ONLY NEEDED FOR RAIN OR SHINE)
ONLY NEEDED FOR STIFF COMPETITION (Scroll down until you get to Drivatar Options and change the difficulty to the maximum (8) and Number of Drivatars 1)

If you are going for the Excellence achievement, do this too:

For Event rules presets, select Expert Rules as this is the first option that turns on Full Penalty for FRR. Alternatively, you can just select Custom for Event rules presets, and then only change Forza Race Regulations to Full Penalty while modifying the rest of options to your liking.
Press to accept the options.

Turning on the rain also counts for "Rain Meister", can confirm doing this 1 lap at a time, my credits towards 50 rain laps continued to increase.

Also, once you finish the race and go through a menu or two, rather than selecting "Continue" I can confirm "Restart Race" works fine to save load time and get your 10 laps with the fatest AI done a bit faster.
