Quite simple in principle. Finish 1st 2nd or 3rd in a Featured online multiplayer race. The qualifying series is probably where most people will get this.
Some tips:
A good consistent line through a track is faster than barreling into each corner.
Fuel your car for 4 laps and put soft tyres on this will give you your biggest advantage in qualifying. (Don't forget to refuel before the race)
If a race is long in distance (e.g. Le Mans) or over 6/7 laps long put Medium tyres on for the race, if it is shorter, stick with softs.

I'm not very good at driving online, but I got this when I happened to be put into a race with just 4 players so it was a case of just not finishing last.

Yup. Highly recommend finding a qualifying race that only has 1 or 2 other players. I just got the achievement for being second when racing with one other player
