It is probably a good idea to get it while also going for the achievements below as none are dependent on your finishing position.
The Excellence achievement in Forza Motorsport worth 35 pointsFinish with no penalty with full Forza Race Regulations enabled
The Rain or Shine achievement in Forza Motorsport worth 20 pointsCreate and complete a race in the rain in Free Play
The Excellence achievement in Forza Motorsport worth 35 pointsFinish with no penalty with full Forza Race Regulations enabled
The Rain or Shine achievement in Forza Motorsport worth 20 pointsCreate and complete a race in the rain in Free Play
- Go to Free Play
- Select any car.
- Go to Advanced Event Setup
- For Race Length, select Custom.
- Number of laps 1
- Track Eaglerock Speedway
- Track layout Oval Circuit
- Weather Light Rain
- ONLY NEEDED FOR STIFF COMPETITION (Scroll down until you get to Drivatar Options and change the difficulty to the maximum (8) and Number of Drivatars 1)
- Scroll with
to Rules - For Event rules presets, select Expert Rules as this is the first option that turns on Full Penalty for FRR. Alternatively, you can just select Custom for Event rules presets, and then only change Forza Race Regulations to Full Penalty while modifying the rest of options to your liking.
- Press
to accept the options.

Seems mine is bugged have tried all variations of the rain and no luck unlocking for rain or shine. Will keep trying see what happens in the end.

Actually you can also set the laps to 50 and the time to night time to unlock two more achievements as well! :)

To Create a Custom Race in Freeplay, open the Advanced Setup menu. From this menu you can change the time of day, weather, and many other aspects of the race.
