How to unlock the Time Traveler achievement in Forza Motorsport - Definitive Guide

No need for this to take more than a minute.
Select Free Play from the race menu. Go into Quick Event Setup and select any car.
On the next screen scroll left one on the top option to select timed race. You can select any course you want it really doesn't make any difference, the same for the weather and time of day. You want to make sure that race timer is set to 00:30 and Number of Drivatars is 0.
Accept all and start the race, after 30 seconds you will win the race and get your achievement.

Works great! Set the Drivatar difficulty all the way and it goes towards that achievement as well.

In this guide we will show you how to win a Timed Race in Free Play to earn the "Time Traveler" Achievement.
Forza Motorsport includes a plethora of modes, including Free Play, in which you can set the race conditions.
Among other things, you can choose the track you want to race on, its layout, the time of day, the weather conditions and the number of other Drivatars. Note that you will need to select 11+ Drivatars to earn Credits from these races.
To earn the "Time Traveler" Achievement you will need to win a Timed Race in Free Play. In the Game Type setting be sure to select "Timed Race" and in the Race Timer set the length of time you want the race to last.
In our playthrough we chose the following settings:
Game Type: Timed Race
Track: Circuit de Spa-Francorchamps
Track layout: Full Circuit
Time of Day: Late Morning
Weather: Clear
Race timer: 02:30
Number of Drivatars: 23

You don't even need a timer for that long!
I just had a timer for 1 minute with 2 others around good ol Maple Valley and unlocked the achievement

I did Freeplay, Eagle Rock oval, Short race length, 2:00 minutes countdown, 12 drivatars set on skill level 1, Subaru FE car with B600 tune.
