The easiest way this achievement can be unlocked is during the weapons testing level on the main menu. The ST-4 torpedo launcher can be earned by collecting 40? data discs in the single player campaign. Then head to the opposite side of the level and get up onto the platform with some boxes on. From here you have infinite ammo for the ST-4 and can spawn infinite enemies.
This area is also good for getting the 'kill 5 people with a single vortex grenade' and 'kill 50 people with the black widow' achievements/

The ST-4 isn't as common as other weapons but can still be found with a little searching. It will fire a torpedo at your enemies which you need to detonate by pressing
