This requires you to be "active" within a level for about 7 minutes without getting the solution.
You cannot just put your controller down and wait, you need to be moving the cursor around the level at the very least.
After the time has elapsed the game will let you know that if you are struggling to get the solution you can ask for a hint in the pause menu. The achievement unlocked for me when I went into the pause menu and chose the hint option after being told it was there.
I've found (WolfheartSpell has verified) that this HAS to be done on a level you have not previously completed, this means if you have completed the game before trying for this achievement you will need to delete your save.

I was almost sure this was glitched for me, but I hint came after 7 and a half freaking minutes! So yeah, just stay A LONG time in a level moving around...

Went for this achievement after getting all the rest, spent +20 minutes in several levels, no achievement. Ended up having to delete my save file and do it on a level I hadn't done before, popped first try then.
