It may be possible to get this through random weapon drops when you level up, but the best way is to craft it yourself.

Combine a Silver Toilet Seat, a Silver Toilet Brush, and a Gold Crowbar in the trade menu which will craft a Gold Toilet Seat and the achievement.

It's completely random. I got it by trading in 3 bronze tier items whilst trying to get the components listed in the above video. Perhaps the items listed in that video guarantee the Golden Toilet Seat but it seems it's not the only way to get it.
